Brief overview of role

The OGA Decommissioning Team’s mission is to support the realisation of significant reductions in future UKCS decommissioning costs, targeting cost reductions of 35%. This is done through working closely with operators to identify cost reduction opportunities and challenges, utilising industry benchmarks and cost estimates to manage performance, and sharing good practice to drive performance improvements. The OGA also promotes the development of a capable decommissioning supply chain in support of the same objective. Review of Decommissioning Programmes as part of the BEIS consultation process is one of the OGA’s regulatory roles. In addition, and again in support of the cost challenge, the OGA promotes the development and use of cost effective technologies. The OGA roles and tasks requires the team to work closely with operators, supply chain, other regulators and other key industry bodies involved in the UKCS decommissioning activities.

Detailed job description and key responsibilities

  • Responsible for developing improved performance processes and reporting within the OGA decommissioning team and communicating progress to stakeholders on a regular basis using monthly and quarterly progress reports
  • Responsible for development and maintenance of an OGA decommissioning communications plan and accountable for ensuring OGA Communications team are fully connected to the decommissioning agenda.
  • Lead on developing and tracking KPI’s that demonstrate industry performance improvements to meet decommissioning cost targets and accountable for communicating progress to internal and external stakeholders including key government agencies such as HMT and BEIS
  • Accountable for the development, issue and communication to stakeholders the high-priority annual OGA Decommissioning Cost Estimate report.
  • Accountable for developing a revised decommissioning strategy, working with the Head of Decommissioning, and communicating progress to government and other key stakeholders.
  • Accountable for providing decommissioning input and assurance to the development of Energy Transition project within OGA including 18-month Pioneer Energy Integration Project.
  • Responsible for ongoing development and deployment of decommissioning cost assessment tools such as dashboards and identifying and communicating improvement initiatives.
  • Accountable to ensure that the WONS well management system is used in an effective way by Operators relating to well abandonment programmes
  • Accountable for working with the decommissioning community to ensure lessons learnt are captured and communicated.

Specialist Skills, Qualifications, Experience, Licenses, Memberships or Language

Essential Desirable
5 – 10 years’ experience within the Oil and Gas industry.

Degree (or equivalent) in Business, Engineering, Cost or Project Management

Ability to lead small, office-based projects

Asset level cost/performance analysis experience.

Good understanding of Operator and Contractor commercial and financial drivers

Excellent communication skills – written and verbal, particularly business case development and management presentation capabilities

Good technical understanding of key elements involved with effective decommissioning
Demonstrable understanding of the regulatory environment surrounding oil and gas operations and decommissioning

Demonstrable ability to work within and, as required, coordinate multi-discipline industry personnel and/ or groups
