Brief overview of role

Key to achieving the OGA’s objective of MER UK is promoting the UKCS as an attractive investment proposition to investors. This role is within the Investor Finance Team that sits in the OGA’s Regulation Directorate and will focus on engagement with a variety of different stakeholders interested in the UKCS; from new and existing investors, to those investing from an equity or debt perspective, and investors based here in the UK or internationally.

 

The OGA is looking for a high-calibre candidate to fill this post. This is an exciting opportunity to be involved at the forefront of the work the Authority does, and use your analytical skills and industry knowledge to play a role in shaping the investment that we will see on the basin in years to come.

Detailed job description and key responsibilities

The team works in a fast paced environment, which sometimes means responding to new priorities, however, the key aspects of the role will include:

  • Investor Relations – Promote the UKCS as an attractive investment destination to existing and new investors. It will involve identifying barriers and misconceptions to investment, and working with the wider OGA and interested Government Departments (predominately BEIS and HMT) on mitigating these barriers and debunking the misconceptions. The nature of this work will mean that the job holder will have the opportunity to help shape priority areas for focus and will be responsible for developing material to support the OGA in this work.
  • Financial briefing and analysis – Provide financial briefing for Senior Leadership Team meetings with E&P companies and investors, as part of the OGA’s Asset Stewardship Reviews and day to day engagement with the sector. Prepare financial analysis of the UKCS that can be used by the OGA at external events to promote the UKCS as an investment destination, and internally to inform decisions and work undertaken by the Authority.
  • OGA Priorities – The work of the Investor Finance Team is important to all the work the OGA does, and as a result the Team supports activities across the organisation. Present areas of focus are supporting OGA Area Plans, Asset Stewardship meetings, the work the OGA is doing to revitalise exploration, Vision 2035, work on providing certainty and reducing decommissioning costs, and the energy transition. This list is by no means exhaustive, but the job holder will be expected to provide support and analysis to further these and other priorities as and when they arise.
  • International Engagements – Conduct analysis of where current UKCS investment comes from and identify new target markets in order to influence OGA work internationally. Once key markets are identified support work to maintain relationships with FCO, DIT and SDI staff in country to ensure they have up to date data and information about the UKCS to share with their contacts, and support the planning and briefing for business development trips.
  • Commercial models – New commercial models are required to maximise economic recovery from the UKCS and the Investor Finance Team is heavily involved in this work. The job holder will be required to provide analysis and support to this work to ensure the OGA understands what models are best applicable to the UKCS and what is necessary to take them forward.

For all staff, it is about working to agreed goals and activities and dealing with challenges in a responsive and constructive way.

Specialist Skills, Qualifications, Experience, Licenses, Memberships or Language

Essential Desirable
A degree – ideally in either law or a business related subject.
Good analytical skills.
Understanding of the oil and gas or finance sector.
Understanding of how the OGA work
Working with banks and funds in the oil and gas sector.
Knowledge of M&A in the oil and gas sector.
Working within a Regulatory environment and engaging with Government.
Commercial experience in the oil and gas industry.
Proficient use of WoodMac, Thomson Reuters and other similar databases.
