Brief overview of role

The OGA is looking for a high-calibre candidate to fill this post. This is an exciting opportunity to use and develop your policy development and strategy skills in an industry-facing environment in a team that works on a range of areas across both the onshore and offshore oil and gas portfolios.

 

This role sits within the strategy and policy team in the Strategy Directorate, a small and friendly team with a unique remit in terms of the cross-cutting nature of its work and the view it takes across the whole of the OGA and beyond.

Detailed job description and key responsibilities

Given the team’s remit in working across the OGA, the exact objectives for this post may evolve to respond to the priorities of the organisation and the post holder will need to be flexible and willing to work across teams in the Strategy Directorate and take on new projects as business needs change.

 

Initial duties for the successful candidate will involve leading on aspects of work to support current priorities for the team, including:

 

-      supporting the policy and regulation teams in relation to onshore activity, including producing advice and briefing, drafting correspondence, and organising, attending and occasionally chairing relevant internal and external meetings, including with central government and the Shale Environmental Regulator Group (SERG)

 

-      acting as a key point of contact between the OGA and central government, particularly through developing good working relationships with our Shareholder Team in BEIS

 

-       project managing an ongoing industry-facing project

 

-      supporting the OGA’s engagement with the onshore oil and gas industry

 

-      being a flexible resource to respond to new and urgent strategy and policy needs across the whole organisation as they arise, including the OGA’s work in relation to the energy transition.

 

The post holder will need:

 

-        good analytical and evidence-based skills and the ability to grasp complex and unfamiliar issues quickly and identify implications and risks

 

-        to be a strong self-starter, confident in working independently but knowing when to seek support

 

-        excellent written communication skills and strong oral communication skills with the ability to adjust their style to explain complex issues clearly to a variety of audiences

 

-        an excellent eye for detail but also the ability to move between complex detail and the bigger picture and think strategically

 

-        the ability to develop and maintain strong relationships across a wide variety of teams across the whole OGA, in both London and Aberdeen, including geoscientists and lawyers, and with stakeholders in other bodies including other regulators, industry and central government

  • Competence 1: Making Effective Decisions - • Effectiveness in this area is about being objective; using sound judgement, evidence and knowledge to provide accurate, expert and professional advice. For all staff, it means showing clarity of thought, setting priorities, analysing and using evidence to evaluate options before arriving at well-reasoned, justifiable decisions. At senior levels, leaders will be creating evidence based strategies, evaluating options, impacts, risks and solutions. They will aim to maximise return while minimising risk and balancing social, political, financial, economic and environmental considerations to provide sustainable outcomes.
  • Competence 2: Collaborating and Partnering - • People skilled in this area create and maintain positive, professional and trusting working relationships with a wide range of people within and outside the Civil Service to help get business done. At all levels, it requires working collaboratively, sharing information and building supportive, responsive relationships with colleagues and stakeholders, whilst having the confidence to challenge assumptions. At senior levels, it’s about delivering business objectives through creating an inclusive environment, encouraging collaboration and building effective partnerships including relationships with Ministers.
  • Competence 3: Seeing the Bigger Picture - • Seeing the big picture is about having an in-depth understanding and knowledge of how your role fits with and supports organisational objectives and the wider public needs. For all staff, it is about focusing your contribution on the activities which will meet Civil Service goals and deliver the greatest value. At senior levels, it is about scanning the political context and taking account of wider impacts to develop long term implementation strategies that maximise opportunities to add value to the citizen and support economic, sustainable growth.
  • Competence 4: Delivering at Pace - • Effectiveness in this area means focusing on delivering timely performance with energy and taking responsibility and accountability for quality outcomes. For all staff, it’s about working to agreed goals and activities and dealing with challenges in a responsive and constructive way. At senior levels, it is about building a performance culture to deliver outcomes with a firm focus on prioritisation and addressing performance issues resolutely, fairly and promptly. It is also about leaders providing the focus and energy to drive activities forward through others and encourage staff to perform effectively during challenging and changing times.

Specialist Skills, Qualifications, Experience, Licenses, Memberships or Language
