Brief overview of role
The Planning Performance and Reporting (PPR) team sits within the Strategy Directorate of the OGA and holds a dual role in monitoring and analysing industry performance, and planning, tracking and reporting of OGA performance.
The Technical Analyst will report to the Head of Performance, Planning and Reporting and will support a specific technical area within the Operations directorate as well as producing high level strategic industry performance analysis.
The role will involve:
- analysis and visualisation of data using Microsoft Power BI, ARC GIS, Excel and other tools.
- digital formatting and presentation of work to both internal and external stakeholders
- working with colleagues to accurately scope and define requirements for analytical work
- manipulation, analysis and presentation of complex technical and commercial data
- production and presentation of reports and insights
- development of dashboards, models and tools to support technical and area teams
- benchmarking performance using industry and OGA data
- providing support to senior staff both within the PPR Team and across the OGA
- responsibility for an individual work area whilst also part of a strong team that works collaboratively to support cross team working
- ensuring the effective and appropriate management of data and analysis
- working with a unique and rich industry data set to visualise data in new and creative ways

The analytical outputs from the PPR team have an impact not only within the OGA but also in shaping the direction of the oil and gas industry and ultimately to the achievement of MER UK.
Detailed job description and key responsibilities
- Provide input to design, guidance and quality assurance for the collection of industry data through the annual UK Stewardship Survey.
- Provide technical analysis to support the stewardship agenda producing insights at varying levels of aggregation and segmentation.
- Lead on the production of industry benchmarking analysis and annual benchmarking report(s) for publication, working closely with colleagues in the Operations Directorate.
- Design digital reports and dashboards for use internally and for communication to external stakeholders including industry, government, and trade bodies.
- Ensure the effective and appropriate management of data and analysis.
- Provide analytical support and expertise to staff at all levels of the organisation both within the PPR Team and across the OGA.
- Contribute to and promote lesson learning, efficiency and good practice across the organisation.
- Support the use of new technology to unlock new ways of performing and presenting analysis.
- Contribute to projects in other areas of the organisation as required

- Competence 4: Making Effective Decisions • Identify the most appropriate data and information sources, recognising both strengths and weaknesses in data quality • Ensure all OGA and public data is treated with care and in accordance with security procedures and protocols • Recognise patterns and trends in a wide range of industry data and draw key conclusions, highlighting opportunity for further analysis and outlining costs, benefits, risks and potential responses • Advise colleagues on the appropriateness or completeness of certain data sets and/or propose suitable alternative approaches
Specialist Skills, Qualifications, Experience, Licenses, Memberships or Language
|• Excellent numerical and analytical capability
• Degree qualified in a relevant numerate, technical or business-related subject (petroleum engineering/geology/economics etc.)
• A passion for rigorous data analysis and data integrity
• Experience in analysing and presenting large complex data sets
• Creativity in data presentation and visualisation
• Expert user of Microsoft products particularly Microsoft Power BI and Excel with knowledge of GIS and/or similar packages
• Excellent communication, presentation and report writing skills
|• Experience of the oil and gas industry
• Knowledge of the regulatory landscape
• Planning and project management skills
• Previous experience handling large oil and gas data sets
• Creative problem-solving skills
• Experience of business analysis, economics and planning processes.
